The terms defined in the Charter. Implementing Regulations, Grid Code or Distribution Code shall have the same meaning in these Rules & Procedures, unless the context otherwise requires. 1.4 The bolding of the term in these Rules & Procedures is intended only to assist in identifying that a term has been defined in these Rules & Procedures, the charter, Implementing Regulations, Grid code or Distribution code. المركز الوطني للرقابة على مكافحة الفساد Page 4 Version (1) 2. Purpose 2.1 The main purpose of these Rules & Procedures is to ensure the control and investigation for incident in precise manner and timely notification to the Authority of any incidents that have occurred during licensee's work related activities. 2.2 The notification will alert the Authority to individual incidents, enabling the Authority to target its activities effectively and to advise licensee on strategies to help prevent injuries, ill-health and accidental loss and environmental damage. 2.3 The Rules & Procedures outline the requirements for statutory reporting of notifiable Work-related fatalities, injuries and Dangerous Occurrences. 2.4 The Rules & Procedures provide guidance for the classification, notification, investigation and reporting of incidents which result in injury or illness, or damage (loss) to assets, the Environment or licensee reputation. 3. Enforcement, Violations and Amendment 3.1 These Rules & Procedures shall apply to all licensee undertaken by licensed for one or more of the following activities: * Power generation. * Desalinated water production. * Power generation (Co-generation). * Water production (Co-generation). * Steam generation (Co-generation). * Electricity transmission. * Desalinated water transmission. 3.2 For the purposes of notifying incidents sustained by, or caused by, contractor employees, these incidents are to be treated in the same manner as licensee's incidents and shall be reported to the Authority by the licensee. 3.3 Pursuant to Article (14) and (15) of the Law, failure of any licensee to comply with these Rules & Procedures is contrary to the Law. 3.4 These Rules & Procedures are subject to modification or revocation by the Authority at any time and from time to time. 4. Facilities to be afforded to the Authority For all incidents, licensee shall make available to the Authority, in a timely manner all access and information, as required in the opinion of the Authority, for ascertaining whether they comply with their duties under these Rules & Procedures. 5. Incident Management 5.1 Classification 5.1.1 Incidents are classified for reporting purposes according to the actual or potential degree of operational, health and safety or environmental loss as identified in Appendix A1. 5.1.2 The nature and type of incidents to be reported are classified into three main categories: (a) Operational: i. Electricity – generation, transmission, distribution; ii. Desalinated water – production, transmission (b) Health and safety: i. Fatality; ii. Major injury; iii. Ill-health; and iv. Dangerous occurrences; (c) Environment. 5.2 Work-Related Activities 5 All the following are considered to be work-related activities, for which licensee controls should be in place: (a) All work by licensee's personnel; (b) All work by licensee's contractor personnel on licensee's premises; and (c) All work by licensee's contractor personnel on non-licensee's premises for which it is concluded that both licensee and contractor management controls are in-place. 5.2.2 All fatal incidents involving licensee's employees, contractor employees or third parties that are, or may be related in any way to licensee's business shall be investigated and reported. 5.2.3 All incidents are considered work-related until proven otherwise to the satisfaction of the Authority. 6.
