1. Any person, whether or not he is an employee of the agricultural sector, who
detects a communicable disease, pest, or epidemic or suspects the
existence thereof shall immediately notify the Ministry.
2. The Ministry shall, in coordination with the Ministry of Interior, designate
quarantine areas to prevent the spread of diseases, pests, and epidemics. It
may, for this purpose, undertake the following:
a) Prohibiting the movement of persons, animals, or means of transport, or
the transfer of any material from or to the quarantine areas.
b) Prohibiting the circulation, transfer, or sale of agricultural sector resources
in quarantine areas.
3. The Ministry shall pay compensation for consequences that may arise from
taking any preventive or treatment measures, provided that the instructions
specified in the Regulations are observed.
