To achieve this effectively, the following steps are recommended: Designing a Comprehensive Internal Governance Model: An organizational model should be de­ veloped to clearly define roles, responsibilities, and decision-making mechanisms related to AI pro­ jects. This ensures clarity of accountability lines and rapid response to regulatory challenges. Aligning Frameworks with National Standards: Compliance should be ensured with the “AI Ethics Principles and Controls” as the foundational reference that ensures transparency, fairness, and ac­ countability in all stages of intelligent system development. Entities are also obligated to implement the “Personal Data Protection Law” and its Implementing Regulations, along with a set of specialized guidance documents. Conducting Periodic Reviews and Continuous Updates: Governance models should be updat­ ed regularly in response to technological and regulatory developments, using both local and global benchmarks to enhance performance and anticipate future challenges. Implementing a Comprehensive Performance Indicator System: A set of indicators should be developed to measure ethical, regulatory, and operational effectiveness of AI governance. These may include: the number of projects undergoing risk assessment, audit outcomes, employee awareness of governance policies, and the impact of governance on innovation, coordination quality, and cus­ tomer satisfaction. Simplified Practical Example The entity establishes an AI governance framework titled “AI Management Model,” which is updated annually based on rec­ ommendations from SDAIA and the experiences of other entities.
