Notwithstanding the provisions of Article 3, valid licenses and permits which
were issued prior to this Law’s entry into force to persons who engage in
banking business in the Kingdom on a primary basis shall remain in effect.
SAMA may, however, request such persons to provide any information or
documents it deems necessary and may, upon the approval of the Council of
Ministers, require them to comply in whole or in part with the provisions of Article
3 of this Law within the period it specifies.
