1. The small debtor, creditor, or competent authority may request the initiation of a financial restructuring procedure instead of small debtors'
financial restructuring procedure.
2. The small debtors' financial restructuring procedure shall not be initiated and a petition for its initiation shall not be filed if the small debtor has
previously been subject to such procedure or to a financial restructuring procedure during the preceding 12 months.
