Upon filing a petition for the initiation of a protective settlement procedure, the debtor may petition the court to order a moratorium, provided his
petition is
accompanied with a report issued by a listed trustee indicating his opinion on the likelihood of majority of creditors approving the proposal as well
as the feasibility of its implementation.
