1. The Federation shall have a legal personality with financial and
administrative independence, and shall operate under the supervision of the
Ministry. The Chairman of the Federation’s Board of Directors shall represent
it before the judiciary and others, and may delegate such power if necessary.
2. The Federation may own property but may not, directly or indirectly, engage
in commercial activities.
