1. A claim for compensation arising from a harmful act may not be heard upon
the lapse of three years from the date the aggrieved party becomes aware
of the harm and the identity of the person liable for such harm. In all cases,
such a claim may not be heard upon the lapse of 10 years from the date of
the occurrence of the harm.
2. If the claim for compensation arises from a crime, such claim may be heard
as long as the criminal case can be heard.
