1. If the person having the right to receive the goods does not attend or if he attends but declines to receive the same or to pay the freight or any other amounts arising out of the carriage, the carrier may request the competent court for permission to deposit the same with a receiver to be appointed by the court. The carrier may also request permission to sell the goods in whole or in part to collect the amounts due by the owner of the goods. 2. The carrier shall have a lien on the sale proceeds of the goods to secure the freight and other carriage-related amounts due to him.
