1. If a vessel charterer is in charge of its navigational management, and is solely responsible for any maritime debt relating thereto, the creditor may arrest such vessel or any other vessel owned by the charterer, and he may not, pursuant to that debt, arrest any other vessel of the disponent owner. 2. The provisions of paragraph (1) of this Article shall apply to all cases in which a person other than the owner of the vessel is liable for a maritime debt.
