1. Engaging in any activity or operation on the vegetation cover lands without
a permit or license shall be prohibited, as specified by the regulations.
2. Engaging in any activity or operation on lands within urban limits that contain
vegetation cover falling within the jurisdiction of the competent authority
without a permit or license shall be prohibited, as specified by the
regulations.
