1. Engaging in any activity that harms the marine and coastal environment and
its living and non-living components, including excavating, landfilling,
dredging, constructing, prospecting, exploring, exploiting, or conducting
research, without a permit or license shall be prohibited, as specified by the
regulations.
2. Using, introducing, or removing any materials or tools that cause harm to the
marine and coastal environment without a permit or license shall be
prohibited, as specified by the regulations.
3. The competent authority shall specify the materials and tools referred to in
paragraph (2) of this Article.
