1. The personnel of the competent authority shall not be liable for any
environmental harm not caused by an intentional act or by negligence during
the removal of contamination resulting from environmental disasters and
emergencies.
2. The exemption stated in paragraph (1) of this Article shall not prejudice the
aggrieved party's right to claim compensation for civil liability.
