If SFDA has reason to believe that the food may cause harm to consumer health
or public health, but has no conclusive scientific evidence to support such belief,
SFDA may take necessary precautionary measures to control such risks, taking
into consideration the extent of the potential harm, and it shall avoid
unnecessary restrictions. Such measures shall be reviewed within a reasonable
period in light of the risk assessment results.
