Subject to Article 13 of this Law and the Regulations, if the franchisor fails to respond, in writing,
to the franchisee’s request for the assignment of the franchise agreement and franchised
business to a third party or for the change of the person controlling the franchisee, he shall be
deemed to have approved such request.
