The Ministry shall be responsible for increasing the number of fishing vessels operating
in territorial waters pursuant to the following conditions:
1. For an artisanal fisherman:
a) He shall not be subject to enforceable penalties.
b) He shall obtain the Ministry's approval of the fishing vessels to be added.
c) He shall have a professional record containing no penalties resulting from
violating the provisions of the Law and its Regulations.
2. For an investor fisherman:
a) He shall not be subject to enforceable penalties.
b) He shall obtain the Ministry's approval of the technical and economic feasibility
study of the fishing vessels to be added.
