The Ministry shall issue licenses for an agricultural certification agency in accordance with the following controls: 1. The certification agency shall provide sufficient guarantees of its objectivity and integrity, and shall provide qualified personnel and resources necessary to carry out its duties. 2. The certification agency shall have permanent headquarters or a resident representative in the Kingdom. 3. The certification agency shall submit documents establishing that it has the required oversight expertise, supplies and infrastructure. 36| Implementing Regulations of the Agriculture Law 4. The certification agency shall be accredited, in accordance with the ISO Guide 17065 for the general requirements for bodies operating product certification systems or equivalent systems. 5. The certification agency shall provide a detailed description of the oversight procedures and measures to be carried out against producers, and the procedures to be implemented upon detecting violations. 6. The certification agency shall implement oversight procedures against producers subject to its control.
