1. An arbitration agreement may only be concluded by a person having legal capacity to dispose of his rights, whether such person is corporate or he, or his designee, is natural. 2. Government bodies may not agree to enter into arbitration agreements except upon the approval of the President of the Council of Ministers, unless the same is allowed by a special legal provision.
