1.No claim or defense shall be accepted unless submitted by a person with a legitimate interest. Potential interest shall be sufficient if the claim is intended as a precaution to avoid imminent damage or to establish a right the evidence for which may not be available at the time it is contested. 2.The court shall reject any lawsuit proven to be frivolous or malicious, and it may punish the person filing such lawsuit.
