No criminal action may be initiated nor investigation proceedings carried out in crimes involving a private right for individuals,
except upon a complaint filed by the victim (or representative) or his heirs – in case of death – with the competent authority,
unless the Bureau of Investigation and Public Prosecution decides that the filing of such action and the investigation into such
crimes serve public
interest.
