Without prejudice to the provisions of Articles 10 and 11 of this Law, if the Supreme Court accepts the appeal in terms of form,
it shall decide the subject matter thereof based on the documents provided in the case file, without considering the facts of the
case. If the Court is not satisfied with the grounds on which the appeal is based, it shall uphold the judgment. Otherwise, the
Court shall reverse the judgment, in whole or in part, as the case may be, stating the bases thereof. The Court shall then return
the case to the court which rendered the judgment to decide anew by a different judge or judges. If a judgment is subject to
reversal for the second time and the subject matter is fit for ruling, as it stands, the Court shall decide thereon.
