1. A committee named the “Energy Allocation Committee” shall be formed and shall be composed of the Minister as chairman and members of a rank not lower than Grade 15 or its equivalent, from the Ministry of Industry and Law of Energy Supplies Mineral Resources, Ministry of Finance, Ministry of Communications and Information Technology, Ministry of Transport and Logistics, Ministry of Economy and Planning, Ministry of Environment, Water and Agriculture, Ministry of Investment, Ministry of Human Resources and Social Development, the Water and Electricity Regulatory Authority, the Local Content and Government Procurement Authority, the Local Content and Government Projects Authority, the Saudi Energy Efficiency Center, the National Committee for the Clean Development Mechanism, and the Oil Demand Sustainability Program. The Chairman may, as needed, add members from government agencies or other entities, and may delegate any member he deems appropriate to chair the meetings in his absence. 2. The Ministry shall undertake the work of the secretariat of the Energy Allocation Committee and shall provide the administrative and financial support necessary to achieve its objectives. 3. The committee referred to in paragraph (1) of this Article shall: a) prepare the Allocation Regulations and propose amendments thereto; b) approve the energy allocation standards proposed by the Ministry to achieve optimal energy usage, contribute to improving and diversifying the national economy, achieve energy mix objectives, raise energy efficiency levels, promote a circular carbon economy, and manage greenhouse gasses, in a manner not inconsistent with the strategies approved by the Higher Committee for Hydrocarbons and the Higher Committee for Energy Mix for the Production of Electricity and Advancement of the Renewable Energy Sector; c) review the energy allocation standards every three years or as needed pursuant to a decision by the Chairman; d) improve the collection and exchange of data and information related to energy allocation; and e) provide the Higher Committee for Hydrocarbons with: i. periodic reports on its achievements that include challenges encountered and proposed solutions; and ii. any information, document, or statement the Higher Committee requires to track the performance indicators of the energy sector and achieve its objectives. 4. The committee provided for in paragraph (1) of this Article shall set its work rules and procedures, and the method of voting on decisions, provided that such decisions are passed by the majority vote of attending members. In case of a tie, the meeting chairman shall have the casting vote.
