1. An official document is a document in which a public servant or a person
assigned to public service records actions taken by him or by concerned
parties as received therefrom in accordance with the law and within the limits
of his powers.
2. If a document does not satisfy the requirements set forth in paragraph (1) of
this Article, it shall have the legal effect of an ordinary document, provided
that it is signed by the concerned parties.
