1. The frequency spectrum is a State-owned natural resource.
2. The Commission shall, without prejudice to other laws and international
agreements to which the Kingdom is a party, develop the National Frequency
Spectrum Plan in coordination with relevant agencies, in preparation for its
approval by the Ministry.
3. The Ministry shall approve the National Frequency Spectrum Plan in
coordination with military and security authorities.
