Service providers may not collude to enable any of them to obtain a dominant
position in a relevant telecommunications market or part thereof, or to limit or
prevent competition or undermine its effectiveness. Provisions to this effect in
any agreements or decisions shall be deemed void. The Regulations shall
determine the decisions and practices that may limit or prevent competition or
undermine its effectiveness, and the measures to be taken in this regard.
