Without prejudice to the imposition of the penalties provided for in this Law, any person sustaining
harm as a result of the commission of any of the violations stipulated in this Law or the Regulations
shall be entitled to claim compensation before the competent court for material or moral damage in
proportion to the extent of such harm.
