a) The vice chairman shall carry out the tasks and duties of the chairman if
the chairman is absent, is unable to carry out his duties, or if his position
becomes vacant.
b) The chairman may delegate to another member of the Board or to any
employee of the Authority some of the powers entrusted to him provided
that such delegation shall be specific and in writing.
