1. The Center shall prepare a comprehensive strategic plan for waste
management in the Kingdom in coordination with the relevant agencies, and
update such plan as necessary, and shall develop contingency plans, as
specified in the Regulations.
2. Each competent agency shall develop executive plans for waste
management that conform with the comprehensive strategic plan for waste
management issued by the Center.
