All plans for construction shall be certified to meet all applicable building codes, and no construction shall commence before such plans have been submitted to the Real Estate and Municipal Agency for inspection and approval. Article 32 Establishment of Designated or Approved Consultants The Real Estate and Municipal Agency shall designate consultants, certified by the Real Estate and Municipal Agency, who shall review all proposed plans, and certify that such plans meet all applicable building codes as promulgated in the Masterplan.
