Upon certification by a designated consultant that all proposed plans meet the applicable building codes, review by the Real Estate and Municipal Agency to ensure that such construction complies with the zoning plan as promulgated in the Masterplan, and the payment by the applicant of all fees, the Real Estate and Municipal Agency shall issue construction permits specifying the nature and details of the proposed construction, the land to be developed, the time period in which such construction is to be completed, and any other requirements that the Real Estate and Municipal Agency may demand.
