1. A chamber shall have a legal personality and shall be financially and
administratively independent, and shall operate under the supervision of the
Ministry. The chairman of a chamber, or his designee, shall represent it
before the judiciary and third parties.
2. A chamber may own property, but may not engage in commercial activities
by itself or with others.
