1. At the end of the proposal submission period, proposals shall be opened in the presence of all committee members, and minutes to this effect shall be made. In cases where technical proposals are required to be submitted separately from financial ones, only the technical proposals shall be opened. The Regulations shall specify proposal opening procedures. 2. Bidders may attend proposal opening sessions. 3. The committee shall, within three days from the proposal opening date, forward the minutes along with the proposals to the proposal review committee.
