1. Proposals shall be reviewed pursuant to the criteria specified in the tender documents. Proposals not satisfying such criteria shall be disqualified, and the initial guarantees thereof shall be returned. 2. If proposals are submitted in two separate electronic files or in two sealed envelopes, only the technical proposal shall be reviewed. Technical proposals that do not meet the requirements shall be disqualified; in such case, the financial proposals shall be returned intact to the bidders along with Government Tenders and Procurement Law the initial guarantees. 3. The proposal review committee shall examine the financial proposals submitted with the accepted technical proposals and submit its recommendations as to the best proposal, in accordance with the assessment criteria set out in the tender documents.
