New licenses may not be issued for traditional and industrial fishing vessels hiring
foreign workers in the Kingdom’s territorial waters. Nor may authorizations be issued
to renew or assign vessel licenses after the lapse of more than 3 years from the end of
the last renewal unless the owner undertakes to Saudize all fishing workers.
