Plant resources shall not be circulated, cultivated or transferred in any of the following
cases:
1. Plants causing harm to the agricultural system and biodiversity in the Kingdom;
2. Plants causing disease or carrying pests, diseases or insects that cause damage to the
agricultural system;
3. Invasive plants that could colonize the local environment and compete with local
native plants; and
4. Plants that are toxic, narcotic, or harmful to humans, or unsuitable for the agricultural
system.
The Ministry shall draw up and regularly update a list of the plant varieties or types
prohibited from being circulated, cultivated or transferred.
