A user may file a complaint before CST against a service provider in case one of
the following events occurs:
1. If the period specified by CST for the service provider to study the complaint
elapses without any action being taken by the service provider with regard
thereto; and
2. If the user objects to the action taken by the service provider pertaining to
the complaint within the period specified by CST.
