1. CST may issue rules user rights protection rules, which shall include the following: a. Mechanism and time limit for handling complaints with the service provider and CST, and the consequences thereof on the user or service provider; b. Rules and procedures for addressing the impact of service defaults, errors, interruptions or defects; c. Mechanism and procedures for dealing with recurring complaints; d. Fair trade practice and unjustified discrimination; e. Service provision terms, and the impact of violating the service provision contract on user,s rights; f. Telecommunications marketing controls. 2. CST may – when necessary and in accordance with the rules determined thereby – allow a service provider and a user to resolve a complaint by means of amicable resolution methods.
