A service provider shall switch a user’s number in accordance with the obligations,
procedures and instructions approved by CST. CST shall, with regard to the
procedures and instructions approved thereby in this respect, observe the
following:
1. Determine the services included in the number portability obligations;
2. Indicate the technical means of number portability;
3. Approve the fees for number portability; and
4. Determine implementation and launch dates for number portability.
