The operator shall provide the carrier with a warranty certificate, in accordance
with the terms prescribed in the Implementing Regulations, issued by the
operator or an insurance company, or by any other entity providing him with the
required financial guarantee pursuant to Article 23 of this Law, except for
nuclear material carried entirely within the territory of the Kingdom.
