A carrier of nuclear material or its radioactive waste may, subject to the consent
of the relevant operator, request the Authority to designate or consider him as
operator in place of the actual operator, upon satisfaction of the requirements
of the financial guarantee prescribed in Article 23 of this Law. In such case, the
carrier shall be considered as an operator of a nuclear installation.
