If the plaintiff fails to attend the court hearings, in accordance with Article 55 of this Law, the defendant may petition the court to
rule on the merits of the case. The court shall rule on the case if it is ripe for judgment and such judgment shall be deemed as if
rendered in the presence of the plaintiff.
