A litigant may petition the court to join in the suit whoever would validly have been a litigant when the case was filed, following
normal summons procedures. The court shall, if possible, rule on the petition for joinder and on the original suit in the same
judgment; otherwise, it shall rule on the petition for joinder after ruling on the original suit.
