The court may, on its own motion or the motion of a litigant, order the joinder of a person if it would serve the interest of justice.
The court shall set a date within a period not exceeding 15 days for the appearance of the person ordered to be joined by the
court or at the petition of litigants, in accordance with applicable case-filing procedures.
