Judgments shall be issued by a majority of circuit judges and shall be attributed
to the circuit. A dissenting judge shall provide his opinion and grounds thereof,
and the majority shall respond thereto during deliberations. This shall be
recorded in the minutes and attached to the case file and may be viewed only
by the court before which the judgment is challenged.
