A challenge shall be submitted to the Supreme Administrative Court by means of a petition filed by the appellant or a representative thereof with the administrative appellate court which rendered the relevant judgment, in accordance with applicable case-filing procedures. The petition shall contain the particulars of the challenged judgment, a summary thereof, grounds for the challenge, and claims of the appellant. Only grounds for challenge stated in the petition may be invoked. However, grounds pertaining to public order may be invoked at any time, and the court shall consider the same on its own motion. If the appellant presents a ground for challenge relating to a previous judgment rendered in the same case prior to the challenged judgment, said challenge shall cover said previous judgment.
