If the relevant circuit deems oral arguments necessary, it may hear arguments
from the parties. No grounds may be presented orally in the hearing other than
those already stated by the parties in the documents, unless said grounds relate
to public order.
The circuit may, as an exception, allow the parties to the challenge to submit
supplemental memoranda if, upon examination of the case, it finds that it is
necessary for rendering a decision. In such case, consideration of the challenge
shall be adjourned to another hearing. The circuit shall set the dates for filing
such memoranda.
