All dispositions relating to off-plan real estate shall be recorded in the register
referred to in Article 29 of this Law, and the register shall issue a certificate to
this effect. Such dispositions shall not be deemed enforceable nor judicially and
administratively effective without such registration. The Regulations shall
determine the registration procedures of such dispositions.
