The provisions of this Law shall apply to the following:
1. The activity of selling and leasing off-plan real estate projects in which payments are made
by the purchasers, lessees, or financiers of the project.
2. The activity of selling and leasing off-plan real estate projects affiliated with government
agencies, in accordance with their nature and subject to the Regulations.
