A real estate developer may not engage in the activity of selling and leasing off-plan real
estate projects unless he is registered in the Registry of Developers; such projects may not be
advertised in local or foreign media outlets, nor may exhibitions be organized and held in
promotion thereof, unless the project is licensed by the competent authority, in accordance
with the provisions of this Law and the Regulations.
