The Official shall issue a violation classification table, excluding the violations provided for
in Article 24 of this Law, and shall determine the penalties within the limit stipulated in
Article 21 of this Law, taking into consideration the nature and gravity of each violation as
well as any aggravating or mitigating circumstances.
